Soldiers learn a lot about engineering, mechanics etc., and are forced? to make judgement calls that most people cannot deal with. The American military, whatever you think it should be, is one of the best in the world, and thankfully killing civilians is not officially tolerated. Compared to other armies around the world, ours is humane.

In my experience tracers aren't at all uncommon (we once had to fill our clips with nothing but tracers because we were all out of "ordinary" ammo), and if you're using military? surplus I'm pretty sure tracers wouldn't be hard to find. Now IR tracers on the other hand. Not that I think the taliban has the NVG capacity to use them anyway. Scary thought though.
